Experienced professional in Legal Affairs with over 10 years work experience in Legal and regulatory matters especially in regulation of public utilities in Rwanda.
Extensive legal work experience spanning across legislative drafting, legal advisory services, legal research, licensing, trade policy and trade law, legal due diligence, renewable and non-renewable energy, climate change, energy transition, ICT regulation, policy formulation, International Nuclear Law just to name few.
Holds a Master of Laws in International Trade Law, Contracts and Disputes resolution from the University of Turin/Italy, a postgraduate diploma in Legislative Drafting, a postgraduate diploma in Legal Practice form Institute of Legal Practice and Development of Rwanda and a “diplôme d’Université de troisième cycle de Droit Nucléaire International” from Université de Montpellier/France.
Admitted to practice law in 2009 as an Advocate of the High Court member of Rwanda Bar Association (Kigali Bar Association at that time).
Experience in United Nations common system, having spent one year as a Legal Affairs Fellow at the United Nations Climate Change (UNFCCC) secretariat, Bonn/Germany in legal affairs programme, cluster of Institutional and General Legal Counsel from 2019 to 2020.
Served as Chairperson of Legal Portfolio committee of the Energy Regulators Association of East Africa (EREA) from 2021 to 2023.
Course Facilitator for the Legal Practice Postgraduate programme at the Institute of Legal Practice and Development (ILPD) in Rwanda from 2015 to 2016.
Transitioned in consultancies in 2021 with Nalule Energy & Mining Consultants on Energy policy in Africa and has collaborated with many technical assistance programmes working on establishing sustainable legal and regulatory frameworks in Rwanda.
